the solution is to retain 50% of the rainwater by rainwater harvesting + plus building a retaining wall 3 ft high around the city which will most of divert the water into a man made lake 5 ft deep [preventing evaporation by special means]outsize city limits at a low lying area which can be pumped out in the dry season for use as grey water or purified in to drinking water by my low cost new technology not RO.
